2002 Buick Regal wipers sit on windshield when turned off

Two weeks ago I attempted to use the wipers when they were frozen to the windshield. Since then the wipers rest at the full extension position when turned off. So rather than park to their normal position, the wipers park at the full extension position, right in front of they driver's eyes.
