Had there been any previous history of it being operated in freezing weather or snow? There is not much that can go wrong with it. If the pivot is firm, it is either part of the mechanical linkage has been bent(which is not common), or the wiper arm has slipped on its spline. You can try to loosen the nut and move the arm back a few splines, in some cases it calls for a puller, but you can usually firmly wiggle the base and get it to come loose. It is a tapered, splined stud that it fits to, the arm is the softest of the metals to keep repair costs down. This should not have an effect on park, since it is resting against a hard stop.
