we had an ice storm and the wipers got frozen to the window. After starting the car and not letting it worm up enough one side of the wipers was stuck to the window and now it won't work. The motor turns but the wiper just stays there

There are two possibilities.
The post that the wiper arm attaches to has small grooves on it that match the hole on the arm.

The grooves have stripped out on the arm.
You can take the wiper arm off and watch the post to see if it goes back and forth with the wiper switch turned on.

Or
the linkage under the window cowling broke.
