1999 Buick Regal

My mom has a 99 buick regal and something strange keeps happening. Sometimes when she tries to start the car all the dash light go out, the car loses power and you cant remove the key from the ignition. Then she has to wait untill the lights turn back on to attempt to start the car again, and either it starts or the lights go out again. What parts could be causing this to happern and what can I do about? Please help

Lets try this -load test the battery to check its condition-make sure its cleaned and properly tightened then come on back if it doesn't work-we got work to do to find this culpirt-

Now we have replaced the battery and alternator in 2008. When we repalced the battery earlier this year everything was fine for about 3 months then it started doing it agian. ( In the past it has never locked the keys in the ignition). So a few weeks ago we changed the alternator hoping it would fix it but it hasn't. Just giving you a little bit more info. But I will chech the battery and get back to you later on today.
