Well first I would like you to get the vehicle to operating temperature and feel the heater core hoses right at the fire wall.

Post back if one hose is hot, neither, one is significantly hotter then the other or if both are hot.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
