my stalls on start up and everytime i stop new coil pack new plugs and wires

Maybe a problem with the idle air system? Clean the throttle-body and check the iac.

i replaced the iac and the throttle body is clean

Can you check for applicable trouble codes? If you have a scanner that shows live engine data, it will speed things up as far as checking sensors. If you have a digital multimeter you can check sensor signals. As far as no code diagnostics, the list of possibilities is as long as your arm, for stalling. I can post the list, if you want it? Without something to point us in the right direction, it is hunt and peck for me.
