brake will make a loud noise while just driving (sounds electronic to me) and brakes will not operate correctly at this time then after noise quits brakes will stop normally until it does this again. It may do it several time within a mile and then not do it again for a while. ABS light come on often and sometime emergency brake light will be on.

That sounds like the ABS is activating when it shouldn't be. It could be multiple things which trigger it. If it does it without you stepping on the brakes it is likely the ABS controller itself. Take it to a shop and have them scan the ABS unit for the stored codes just to verify that. They are easy to change and require no brake bleeding, basically you remove the power and harness connectors, remove 4 screws and swap the controller.
