Lots of times this is usually a ground issue.
Search for a broken/corroded/loose ground wire for the tail light assembly.
If you are having a problem, you might try a temporary jumper wire from the housing to the body/ frame to see if it works.
Some folks just run another ground to it permanently if indeed, lack of ground is the issue.
Sometimes the reason the other lights sort of working is the running light or brake light will seek a ground from the running light or the brake light power feed. Thought you might want to know why it could act like this.
