Most common reason is a bad brake light switch. It is mounted up above the brake pedal, To test if it is the problem simply reach up, disconnect the wiring and see if the lights go out. If they do replace the switch. Release the lock nut, unscrew the old switch. Screw the new one in and adjust it so the plunger is bottomed out when the pedal is tight against the upper stop. Now let go of the pedal and make sure the switch stays off (wear in parts can cause the pedal to drop a bit and the switch could turn on).
