Brake light wiring

I noticed my brake lights were staying on all the time. Did some research and replaced the brake light switch. The switch only seems to work when the car is not started, so I replaced the plug and the lights still only work when the car is not running.

Can you see if you have power to fuse #9 - 15 amp in the inside fuse panel. Here is a guide to help and the brake light wiring diagrams so you can see how the system works.
