Is there any way to raise the glass so I can access the regulator and motor?
The glass or the door block access to the screws and bolts to get at the release points.

You should be able to take the door panel off, then the vapor barrier and the regulator should then let you raise the glass by hand, since it seems the cable is broken, if not the cut the cable and proceed with the window regulator replacement.
