What can I do to make my car faster without putting the mechanical structure at risk? Cold Air Intake and what else? Why cant i power brake even with traction control off? Is it the lack of power or something else? and its currently on 15 inch rims, what size rims should a go with for better perfprmancE?

You should consider another car if "off the line" performance is what you crave. BMW uses "fly by wire" engine control, if the engine management perceives throttle and brake as a simultaneous input, then it shuts down the amount of power the engine can produce, it is what is referred to as a plausibility fault. My opinion is to leave the car stock and learn to hone your driving skills.
