I have removed three bolts and don't see anything else holding it in, but it will not budge.

Hello,
These trays usually have a pin on the underside, which pushes into a rubber grommet. You should be able to pull firmly to release that.
You might have to move it back and forth before pulling on it.

Make sure to check the under side bracing which can hold the tray into the car.
