If it does not attempt to move in reverse and the fluid level is correct then it it most likely an internal failure in the reverse clutch assembly inside the transmission or the reverse selector solenoid valve has a problem, it is also inside the transmission.
It is possible to measure the apply pressure for the reverse clutch, however it uses the same pressure as second and third gears and those are working so I would say it is either a bad seal or a damaged clutch surface internally.
