ASD making a humming noise

Hello and thank you for the help. I bought this car from my uncle. The car had started up just fine the couple of times I went out and looked at it. When I went to pick the car up last night something very strange was going on. Whenever I would go to start the car, it would turn over and sounded like it wanted to start but it would not start no matter how many times we tried. Also none of the gauges in the car were working whenever I tried starting it or turned the key to on. I was still getting the engine light and door ajar light, but the gauges themselves were not working. I then popped the hood and noticed there was a humming noise coming from the fuse box area. I opened up the fuse box and noticed the square ASD fuse or whatever that is was making a humming noise anytime I tried to start the car. We tried a new battery and also took off any corrosion in the area and still nothing worked. Any help as to what I need to be looking for would be greatly appreciated. Check the relay with a like one and see if it continues, if it does then there is a short someplace. Check wiring harness by rear of engine where stud is see if harness is damaged there, if it is replace it other wise have a professional take a peek.
