Your can engage it without the engine running what I would do is get underneath and remove the actual motor that makes the switch work try engaging it without the motor being "on" the transfer case if it spins and tries to engage while off the case it may be something in the transfer case if it doesn't move it is either the motor or something electrical between the switch and the motor.
