1978 Chrystler Newport, acts like it runs outtagas when full

When I park up a hill it is hard to start and sometimes it acts like its running out of gas and will die while driving no matter if I use the pedal or not. It just died, and this is the first time that it won't start up again after giving it 30 minutes to calm down. Someone said that the fuel filter might be the problem, anyone know?
