Air conditioner not working properly

Air conditioner runs cold and hot. Bought 134a and topped it off took full can and gauge put it in normal run range. Still not running properly. Watched clutch and seen that it does run but only a second or two and shuts off for a second or two then back on. It does it back and forth. You feel the air get really cold then hot air. More hot air then cold.

If you put Freon in it leaked out the proper way to do this is to have it leak checked, fix the leak then evacuate the system then charge it. The compressor kicking on and off is normal. When it is full it wont kick on and off so much.
