If the compressor is cycling properly and the high and low side pressures are correct, it should be working. As far as the high pressure line getting hot, that is normal. The compressor forces the Freon (which is a gas at this point) to the AC condenser, which is the part that looks like a radiator in the front of the engine coolant radiator. That is where the gas (which is hot) is cooled and turned into a liquid and then continues it's journey through the orifice or thermal valve and pressure is reduced. Interestingly, when the pressure is reduced, the Freon gets extremely cold. Then it continues it's journey.
Okay, I hope that helps in understanding why the line is hot. LOL Sorry, I got a little out of control. Regardless, that is why it feels hot to the touch.
If the compressor is cycling, have you checked both the high and low side pressures? That can tell me a lot. Here is a link that discusses evacuating and recharging the system. I'm adding this because it shows how to use AC manifold gauges. Take a look through it.

Now, I need you to get your hands on a set of manifold gauges as seen in the link, connect them, and let me know what the pressures are as well as the outside ambient temperature when it is checked. With that information, I should be able to help you figure out what is happening.
