When you say "barely blowing cold air" do you mean it seems like it is restricted or is the air coming out the vents warmer than it was 2 weeks ago?
If it were overcharged it can cause the evaporator to ice up. Ultimately restricting the air flow.
If it is warmer than when you had it filled it is possible the condenser fan isn't turning on or is having an issue like the motor is worn out or possibly a bad pressure sensor. But it should get colder over 40MPH or so. If the fan for the condenser is having problems there should be enough air moving through the condenser, also referred to as the heat exchanger, to keep A/C cold.
An underfilled system, say if they didn't leave it on a vacuum long enough and there was a tiny leak somewhere, the compressor will turn on and off constantly.
Another thing to consider is the condition of the belt. Any squealing or other noises?
If the A/C isn't used for a few days do the symptoms get better?
Your vehicle is fairly new so to me an issue with a component in the system is less likely than an issue with whoever filled it.
How was the A/C before it was filled? Any issues you can think of before you had it filled?
