Cannot get the control to change from heat to foot or to defroster?

Nothing is working although I replaced it.

You replaced the control head, correct? Or did you replace the mode actuator? The actuators are a common problem as are the pushrod levers.
You remove the left side under dash panel. Then the knee bolster above it and below the steering column comes off. Behind it to the right is the mode actuator. Try moving the control and see if it moves with the key on. If not replace it and test again.

I replaced the actuator head unit yet none of the actuators are moving. I removed the blend actuator and operated the blend door by hand. Which actuator should control the defroster? I also took out the glove box to see if that actuator was moving. It’s not. Could all actuators be bad?

The mode actuator controls the defrost, panel, floor. It is attached to the HVAC case on the driver's side.
So, you mean you cannot control the temperature or where the air blows from both?
The control head and actuators share the power feed and the ground feed, but the blower shares the ground but not the power feed. If you can control the blower motor speeds but not the rest it could be the fuse or power circuit. I would suspect the power or ground over all the actuators failing at the same time.
