A/C blows ice cold as long as I'm moving but as soon as I stop it starts blowing out warmish?

So, the A/C on my car is possessed it is the strangest when it comes to the air.
So the air blows ice cold as long as I'm moving but as soon as I stop at a light or start to slow down it starts blowing out warmish, than if I'm on the freeway it will get so cold I want to turn down the fan speed but if I turn the fan down it starts blowing like warmish but kind of humid so I have to leave the fan on high at all times. I don't have any water on the inside of the car on floorboard, but I also don't have any dripping on the outside either. I just had the Freon taken out and then refilled by a mechanic and the condenser fan comes on. So, I am stumped and need some good input because I live in Arizona where it's getting ready to start being 118 degrees outside and I'm need to have the A/C working properly.

If the condenser fan is working the compressor is starting to go bad because of worn seals internally. Here is how to change out the compressor step by step and i have included in the instructions for your car in the images below.
