Air Conditioner PROBLEMS

Two things, the compressor does not kick off and on, run's continuously. The air blows ice cold until I have to stop in traffic if I sit for two minutes it starts blowing warm and the engine starts getting hot, I am guessing that is because the compressor is not kicking off. Soon as I start moving again it blows cold. New compressor, condenser and lines. Could this be a orifice tube problem? Any help would be appreciated, thanks.

Make sure the radiator fan is pulling air at idle.

The fan clutch is roaring constantly I just ordered a new AC Delco clutch last note. Thanks
