Sounds like the pressure is too high. We need to start with checking the pressure with a gauge set. Here are guides that will help with this:

Once we know what the pressure is, we will need to evacuate and recharge the system properly. Then recheck the system operation because the compressor will be prevented from coming on if the pressure is too high or too low. So let's start with the pressure and go from there.
Before we evacuate and recharge it, let us know what the pressures are on the high and low side and we can determine what the possible issue is using the chart below. However, we are then going to need to set the pressure correctly and go from there.
