Do I have to have the A/C system evacuated to change out the clutch cycle switch on the low pressure side?

It should have a schrader valve under it so you should not need to evacuate the system. The low pressure switch is the same way.

Do not waste time getting it off, get it free and remove it quick to let the valve close as fast as possible. Wear a glove and safety glasses at least when you remove it just in the event the valve leaks or does not seat. Go quick installing the new one as well.
