I found the new actuator but none have the white arms like in last picture. Do you know the part number for them and the felt washers?

I am attaching the complete process for the driver and passenger side door.

Those components do not transfer over with the actuator. It appears those are the arms for the other door so I assume you don't have dual climate control?

If this is the case, you should be able to just remove the actuator and those white parts will stay there.

Here is a guide that will help with this as well in case you need that as well:

Okay, I changed the actuator. I used a bore scope to watch the blend doors open and close on both sides they are working.

I am still getting hot air from driver side vents but cold air on passenger vent.

I am at a loss I can't figure it our what else can I do.

If they are both moving, I assume you have dual zone temp control? If so, then the only thing that makes sense is if they are not moving to the correct location. If you are setting the temp to heat and the passenger side is cold, does it go hot if you set it to cold?

No, it stays cold on passenger side.

I look with scope and the doors seal good open good no binding. I am totally at wits end.

Since it dual control does it have 2 separate heater cores?
I did the hold power button and defrost at same time I read it resets controls nothing there also.

I set heat to hi on both side good hot driver, cold passenger.
I set it to lo on both sides and get cold air from both side.
I set passenger to high nothing but cold move doors by hand still cold.

Sorry for the delay.

You only have one heater core but this would be all that is left. Can you check and make sure both heater core lines in the engine compartment are hot?

Clearly both doors route the air over the same heater core so the only thing I can't find is if the heater core has separate sections for dual zone. Most of the time they need to be separate passages over different portions of the heater core so it is possible to have a restriction on one side.

This is unlikely but if you are manually moving the door to hot and it is still cold then the heater core is the issue.

The actuator should only go on one way as there is a gap in the teeth of the gear on the actuator. You can see that gap at the 45 degree position.

So the door needs to be in that position when you put the actuator on or it won't be aligned. However, I doubt that is your issue is you are moving the door to full hot using your finger and it is still cold.
