2006 Ford Fusion Fusion making a weird noise

When I start my car I hear a very loud (for lac of a better word) ringing noise coming from the front area of the car. Even if the car is in park I hear it, no matter if the ac is on or off I hear an on and off ringing. Please help it's getting annoying.

Have the belt and tensioner checked as well as pulleys. Recommended replacement is 60k
