If the engine doesn't turn over at all, we need to start with making sure it is not locked up. Put a socket and breaker bar on the crank pulley and try to turn the engine over. It should spin and if it does, we can dig further.
It is odd that this is the only code if there is a greater issue with this causing a no start because most all the necessary systems are monitored.
If the engine spins over, let's try pressing the brake pedal as hard as you can and have someone look behind you and see if the brake lights come on. If there is brake input then the PCM will not allow the engine to start. This could cause this issue and not set any codes.
