Will not start?

I went to start my car this morning and it did not start and there were also no clicking noises. The key locked in place and the brake and gas pedals were also locked. The lights would turn on as well but at some points they wouldn't turn on. The battery was replaced this past June. The key fob to unlock the door worked as well. My mom thinks it could be the starter.
