2009 Toyota Camry Heat/Air Conditioning

I recently had the "melting dash" replaced. After I picked it up, I noticed there is 'wind' noise and air, either hot or cold depending on the thermostat setting" coming from the vents even though everything is turned off. I was told there was a vaccum problem. But the people who replaced the dash say this is normal when the controls are set for outside air. This has never happened before, that air came from the vents when everything was off and there was the 'wind' noise. Could there be a problem?

If you hear an air noise, it doesn't sound right. There could be a vacuum issue because vacuum actuates many of the vent door actuators. Also, if you have the vehicle set for fresh air and the vent open, most times air will come through.

I don't know if that helps.
