This is (more than likely) either going to be your control switch or a relay.
The switch only controls a relay. Relays have points and can get stuck /burned together. Is this a HID light setup? HID's use a lot of juice; and so this also can encourage a relay to get jammed.
First thing would be to obtain a FACTORY relay. A 2007 - they are probably still available. Definitely available used from manual places such as books4cars. Com.
Or, you can purchase a Hanes or Chiltons. But FACTORY are much better.
After that - the location of the head-lamp relay will be very easy. Replace it. If that doesn't work - the factory manual will have diagnostic steps to take which will pinpoint the problem.
