My 2007 Town Car is difficult to fuel. No matter where or by who it is being fueled the pump shuts off frequently.

For fuel to enter the tank, air has to escape. There is a breather that allows air to escape. If you look under the vehicle where the filler tube is located, you will see a small tube that runs along the filler tube. That is the breather / vent. check it for damage. Make sure it isn't plugged. It attaches into a rubber hose. Make sure it isn't kinked or pinched shut.
