Only when driving in the rain, my car, kind of uncontrollably, jumps from the left to the right like there is a lot of play in it. And even when it's not raining, randomly, my steering will want to lock up when turning in any direction.

Start with an inspection at a tire and alignment shop. Besides looking for worn or loose steering and suspension parts, they will "read" the tire wear patterns. A choppy or "feather edge" pattern on both front tires indicates "total toe" is misadjusted or a worn part has allowed it to change. That means the two front tires are steering in different directions. That will make for an unstable handling vehicle in any condition but on water the car will follow the tire with the most weight on it and will shift to the other one on bumps. If one tire hydroplanes the car will follow the other tire for a moment.
