I need to top off the coolant

I need to top off the coolant. When I unscrewed the yellow reservior cap only the top (yellow) plastic part came off and the metal part is still in the reservior opening. How can I remove this? Alternatively, can I remove the metal radiator cap (when the engine ins cold) and add colland there?
