Fuel is leaking from the top engine. What would cause this? Should I be driving it?

There is a metal part (looks like its almost made of brass) bolted to the very top of the engine. In the center of that part is a round Disc shaped feature and the fuel is visibly leaking from that disc. What is that part and is it fixable?
