2005 Subaru Legacy heating

Heat comes and goes and temp gauge gets hot but hasnt over heated yet. When your driving heat is hot when you come to a stop it starts blowing cold air and when you take for again the heat comes back. When car is stopped temp gauge will rise I crank heat and it settles to normal.

You have a serious issue that can cause a lot of engine damage if ignored. The reason the heater is acting that way is because you have large air pockets in the cooling system. You need to get the system completely filled with coolant and then pressure test the cooling system to determine where the coolant is going and repair that.
