My turbo went out on my 04 pt cruiser, have so removed the turbo from exhaust manifold replaced oil feed line, new cartigage assembly in housing and now there seems to be a ring that is inside where the turbo meets the exhaust manifold. When removing old turbo the shaft was broken and so one part was stuck in manifold and the other came out along with the housing. This ring is preventing me from connecting my rebuilt turbo to the exhausting

The reccomended procedure is to replace the turbo And exaust manifold as an assembly because air leaks will happen due to warpage from the heat of the turbo. Your turbo if not a factory unit may have a different size opening and that is why the ring is there to seal the turbo. That is why they replace it as a unit and not just he turbo. Mkae sure that since your shaft has broken to clean oil feed and return lines. Your only optionis to check and see if a newere style corresponding manifold has the same size ring or not.
