Most likely has hydrostatic lock with the cylinders. Try taking out the plugs and cranking the motor to get all the water out.
I would bet you have water in the oil, and the transmission. These fluids must be changed before starting the motor. Water is the death of many cars involved in floods. That's why insurance companies just total them in a flood.
If you have comprehensive, call your insurance company and see if it is covered.
