An engine can surge due to a few different reasons.
It could be for having a faulty mass air flow sensor, vacuum leak, improper fuel pressure.
Sometimes surging can trigger the check engine light.
Is your check engine light illuminated? If so scanning and retrieving the code can help with the diagnostics.

Look for any cracked or disconnected vacuum hoses under the hood. The vacuum leak can also happen from intake gasket.
