My ECM failed on my 2003 Dodge Caravan. I bought a used one that was a match to the old one, installed it and the car started fine. I drove for approximately 25 miles and it was running great. Once I turned it off it wouldn't start. I was told the used one would reprogram for my vehicle as I drove. Is the problem that I need one programmed by a technician specifically for my vehicle?

You were misinformed about the pcm.
It has to be flashed to your vehicle. You need a dealer to perform this, if it can be done. Used pcms somtimes do not work and require new units only.
