2002 Volkswagen Golf Water not circulating

My golf water isn't circulating around the engine the bottom
Hose is staying cold, it's not even coming out the return pipe is this a water pump?

I would suspect a thermostat is stuck closed and not opening before the water pump. If the top radiator hose is hot after letting the vehicle run for awhile and the lower radiator hose is cold, that indicates that the thermostat isn't opening.
