Steps before restarting my car

I haven't started my car for about 1 month and a half, my tank of gas is almost empty and I probably did not put any gas for the past 3 months. What should I do before restarting the car?
p.S: We have cold winters up here and I left my car outside :(

Add fresh fuel
Charge battery
Pull spark plugs squirt oil into cylinders chank over

replace plugs give it a start
