Hello,
This issue is usually due to the charcoal canister not being able to vent the fuel tank properly. As you add fuel the vent valve is designed to let out air after it gets through the canister. If there is a clog in the canister or the vent valve is bad it will prevent air from escaping. This will create the bottle neck affect as you try to fill up. And that takes a long time to fill up with fuel.

Are you getting any codes? Is the check engine light illuminated?
