2002 Hyundai Accent Blue Smoke & Fueling

My car emits blue smoke. When it is in idle it will accumulate the smoke and release a massive cloud of blue smoke when I take off. I noticed every 2 months approximately the check oil light turns on and I have to add about 1L of oil. When I open the hood I see oil around the valve cover gasket.
The other problem is that when I am at the fuel pump I am only able to pour.5 gal (30 cents worth of gas) at a time before the pump pops as if the tank is full.

The smoke is burning oil Based on your description, it sounds like the valve seals are bad and the cylinder head oil drains may be partially plugged allowing oil to build up under the valve cover. The best way to determine the cause is by doing a compression test both dry and then wet. If the compression increases when wet, there is a problem with the rings. If there is no change but the compression is good, then valve seals are my first suspect.

Sorry, I forgot to mention the refueling issue. There is a vent which allows air to escape the tank while fuel fill it. If you check the filler tube, there should be a small tube attached to it which vents air when the cap is off and fuel is being added. Check it for damage or if something is clogging it.
