The first step is to have it scanned for any and all codes stored in computer memory. Both hard and soft codes. Without that information, we can't go very far. That's the first thing the shop should have done. I would be leaning towards a blocked catalytic converter with the "reduced power" information, but can't be sure without knowing active codes.
