I just replaced 2 oxygen sensors since the check engine light gave p138 code and now it is again on and give p430 and mechanic told me that it needs (bank 2) front catalytic converter and we need to buy oem since after-market are not good enough, is that true or I should be able to use after-market since big price different. Also I switched off the check engine manually and inspection passed without issue but light came back on so not sure how it passes inspection or do I really have an issue.

A good quality after market cat will be fine.

In MOST cases an aftermarket will work but there are exceptions. Some vehicles use a very large OEM converter and the aftermarket cats will be too small. I see this in Toyotas often. Can't tell you for sure on yours.
