2001 Dodge Dakota Other Morning Got Into Truck Started Tilt Wheel Down Found

The other morning I got into my truck and started to tilt the wheel down but found it wouldn't move. The tilt level fully works but seems to move further down that it did before. In the past it would go about half way then allow the wheel to move before releasing. It doesn't feel like anything is obstructing the motion. The steering lock doesn't work if you turn the wheel when the truck is off either which I'm sure is a side affect

Is there something I can check if I remove the covers?

you'll eitehr have to have a pro look at it or check the ujoint or tilt mechanisms which means the air bag and switches will have to come off to fix it.

this shold really be done by a pro as you dont' want to damage the clockspring pic enclosed.
