my power steering has gone out. When I went to back the van out of the garage, I am noticing a buzzing
sound coming from the rear. What is that, and is it connected to the power steering ?

Both conditions can be caused by a loss of power steering fluid. A buzzing occurs when the power steering pump sucks up air instead of fluid.
