19 lbs of fuel pressure

I have a 2000 grand cherokee that has 19 lbs of fuel pressure after replacing pump & filter it will start after a few tries but wants to die for about 30 seconds and clears up somewhat but if I give it gas too fast it wants to bog down

Check on the frame rail if not there its within the fuel pump control module
