Yes it can. What can happen is the coolant flows too fast and doesn't have time to cool in the radiator. However, in addition to replacing the thermostat, I would recommend flushing the cooling system. Removing the t-stat can cause this. However, there is a reason he removed it. If the coolant is flowing too fast because there is no t-stat to restrict it, it never gets time to cool off in the radiator. However, as I mentioned, there was a reason he removed it. You may replace it and have the same problem due to a partially plugged radiator, corrosion in the engine block itself.
